Mockup in PS, make sample page, touch up images, mockup other pages in PS, fiddle with ExpressionEngine etc. I agree that most people missed the point of the 37signals post. Many saw it as an attack on the "Ways of Photoshop" and the workflow most designers use. Instead it should have just been accepted as an expose on the way they like to work when they create their applications.
